Blue Box Transition Questionnaire for

Industrial/Commercial/Institutional Properties

 

Background Information

The Ontario Ministry of Environment, Conservation and Parks (MECP) has introduced new legislation that shifts the financial and operational responsibility for recycling from municipalities to the producers of packaging, paper, and similar materials. This new collection model aligns with the Blue Box Regulation made under the Resource Recovery and Circular Economy Act and is a key part of the province's Strategy for a Waste Free Ontario: Building the Circular Economy.

As of January 1, 2026, the Township of Huron-Kinloss, as well as all other municipalities in Ontario, will no longer operate the Blue Box Program. The new program will be Ontario wide and will be operated by an organization called Circular Materials for Ontario. https://www.circularmaterials.ca/

These changes will primarily affect industrial, commercial, and institutional properties including businesses, farms, schools, places of worship, long-term care homes, and municipal/public facilities which will no longer be eligible for the Blue Box Program.

Additionally, under these new regulations, the Township of Huron-Kinloss will be required to remove public recycling facilities located at the Huron Landfill and Kinloss Landfill and the cardboard recycling bins located in Point Clark, Ripley and Lucknow. Recycling collection for “eligible sources” ie. residents, will be limited to curbside service only, provided by CMO.

The purpose of this survey is to both inform you of the upcoming changes as well as collect information to help determine a viable solution for managing recyclable waste for properties considered to be "non-eligible sources" under the new regulation.
